This work presents a methodology to measure and evaluate the Technological Innovation Capabilities (CTI) and its impact on the performance of software factories. Although the measurement of the level of CTI is a complex process, the proposed methodology faces this challenge by characterizing the CIT in constituent capacities according to the knowledge base established by entrepreneurs and experts in the field, the tool applied to calculate the level of CIT in a factory. Of software was fuzzy logic, using fuzzy sets of the Mamdani integral type. The methodology was verified and validated with the Antioquia industry.
Currently, there is no formal tool to measure and evaluate STIs in an industry as specific as that of software, which presents intellectual growth and behaviour dynamics, based on constant innovation. For this reason, research was carried out in search of contributing to the development of knowledge, science and development of the country.
The need to have instruments to measure the efforts and results associated with technological change in a sector such as software, which has dynamic growth and intellectual innovation. It has created the need to develop and propose a specialized tool that measures and evaluates Capacities Technological Innovation (CTI), in this way to enhance their growth and entry into the international market. From the perspective of Resources and Capacities to analyze business competitiveness (VBR- Resource-Based View of the Firm; Grant (1991); Amit and Shoemaker, (1993), the critical importance of resources as a basis for construction is recognized of organizational capacities that sustain the competitiveness of companies. From there, the concepts of support and capacities have been explored in multiple investigations.
In particular, STIs have been the object of an extensive study, given the statement that “companies that are not capable of sustaining satisfactory levels of innovation capabilities over time, showing a weak performance in terms of competitiveness and economic results” (Capaldo et al. 2003). Although analysts such as Rousseva (2008) define CTI as “The great variety of knowledge and skills of companies, necessary to acquire, assimilate, use, adapt, change and create technology”, the very concept of CTI and, mainly, Its measurement and evaluation are topics that are still under discussion. This conceptual and methodological problem acquires particular connotations of the highest importance for software factories (Bemer 1968), which, as in the Colombian case, arise in a developing economy context and seek to enter the global software market late (Arora and Gambardella 2005; Rousseva, 2008).
The systematization and quantification of research, development and innovation activities have contributed to accelerating the pace of technological change. which has led to increasing the technical capabilities required to participate in increasingly dynamic markets and ensuring participation and permanence is a process. Increasingly complex. In this context, the development of an instrument to evaluate the STIs of companies becomes a valuable tool for the diagnosis and formulation of both public and private policies to increase knowledge and growth. It also complements the already traditional indicators of R&D includes the other factors that favour change and technological management.
In this work, we start with the literature review. Subsequently, a methodology is proposed, whose theoretical reference starts from the characterization of variables to create the knowledge base and the structure of the proposal and also considers the contributions of analysts such as Furman (2002), Capaldo (2003), Yam et al. (2004), Nelson (1996) and Winter (2000-2003), Rousseva (2008) and Wang et al. (1992-1994-2008). For the measurement and evaluation of the CTI, a fuzzy logic model and sets of the fuzzy-Mamdani integral type are implemented. Finally, the verification and validation were carried out experimentally in companies in Antioquia – Colombia.
