Traditionally, governments have played an essential role in promoting technology, directly supporting the development of technologies by creating a favourable climate for innovation through various incentives or laws. The main reason that governments pay attention to innovation is that this is the major engine of economic development and the primary tool to face global competitiveness challenges (Ahlerup et al., 2009).
Currently, public policy related to science, technology and innovation is an essential aspect of national and regional innovation systems (Freeman, 1987; Lundvall, 1992; Nelson, 1993; Cimoli & Dosi, 1995) and, therefore, of sectoral innovation systems. Although there are operational failures, mainly because at the sectoral level, there is a lack of studies that contribute in this direction (Castellacci, et al 2013). it is vital that government entities not only contemplate policies of a national nature and begin to involve specific guidelines to strengthen productive chains, industries and sectors, which allow companies to increase competitiveness and joint innovative performance in the medium and long term (Jan-Frens & Geert, 2004).
The present investigation does not seek to develop specific policy proposals to implement in a sector. Still, it does try to approach from an academic perspective by identifying which are the most relevant aspects that should be taken into account in this direction, based on the identification of the strategic factors determined in the model which could have a positive impact on innovative sector performance. Figure 1 describes the policy proposals obtained from the results of the analyzes carried out, which could have a positive effect on creative sector performance. These proposals have been organized through three approaches, the sectoral level, the national level and the international level, having four transversal axes.
