The need to have instruments to measure the efforts and results associated with technological change in a sector such as software, it has dynamic growth and transcendental innovation. It has created the need to develop and propose a specialized tool that measures and evaluates Capacities Technological Innovation (CTI), in this way to enhance their growth and entry into the international market. From the perspective of Resources and Capacities to analyze business competitiveness (VBR- Resource-Based View of the Firm; Grant (1991); Amit and Shoemaker, (1993), the critical importance of resources as a basis for construction is recognized of organizational capacities that support the competitiveness of companies. From there, the concepts of resources and capabilities have been explored in multiple investigations.

The technological capacity for innovation (CTI) can be defined as “the great variety of knowledge and necessary skills that companies can acquire, assimilate, use, adapt, change and create technology” (Ernst et al., 1998). The literature presents Different methodological proposals addressed by authors such as: (Arrifin, 1999), Katz (1972), Bell (1984), Lall (1992), Bell and Pavitt (1993, 1995), Kim (1997), Figueiredo (2004), Rousseva ( 2008), Prasnikar (2008), Chun-Hsien Wang (2008), among others.

According to Winter (2003), innovation capacity represents a series of resources that companies, whether they own it or not, and the combination of these depends on the effectiveness of the innovation process, and consequently the generation of novelties. Winter, Prajogo and Ahmed (2006) define innovation capacity as the organization’s potential to innovate, that is, the organization’s ability to adopt or implement gradual improvements or new products successfully.

Understanding the factors that generate competitive advantages is closely related to the requirement to carry out an analysis of the CTI construction and maintenance process, as well as recognizing that its study cannot be framed in a general theory. To understand how firms build their CTIs, the context must be analyzed from a comprehensive perspective. For this reason, we want to carry out a detailed investigation in this field, generating knowledge by developing a methodology to measure and evaluate STI, validating it through experimental practice in companies in the software cluster in Antioquia.

It should be emphasized that what is diffuse, blurred, imprecise or vague is not the logic itself, but the object that it studies: it expresses the lack of definition of the concept to which it is applied. Fuzzy logic allows imprecise information, such as average height or low temperature, to be treated in terms of fuzzy sets that combine into rules to define actions: if the temperature is high then cool down a lot. In this way, algorithms based on fuzzy logic combine input variables, defined in terms of fuzzy sets, employing groups of rules that produce one or more output values.

To determine a stable and reliable criterion for measuring and evaluating STIs, a proposal was developed that contemplates human perception and the company’s quantitative values. The information was obtained based on the requirements of expert researchers (theoretical foundations) and business people, providing the experiences and insights to create the knowledge base.
